Bogota, December 17, 2015—The International Center for Transitional Justice (ICTJ) welcomes the recent agreement announced by the Colombian Government and the Revolutionary Armed Forces of Colombia (FARC) to address issues of truth, justice, reparations and non-recurrence and hopes that it will pave the way for the successful completion of the negotiations to end the decades-long armed conflict in Colombia.
ICTJ recognizes the immense efforts made by the parties to reach this agreement. The amount of time invested is only one indicator of the hard work on both sides: these efforts are also measured by the consultations, the request for inputs, and the participation of the victims, among others.
“The complexity and dimensions of the agreement are a direct consequence both of the considerable efforts of the various parties and the challenges inherent to the issues,” said David Tolbert, president of ICTJ. “For this reason more time is needed for a thorough and detailed analysis of the agreement.”
This analysis will allow ICTJ to identify the most critical or relevant points of the agreement in light of the experiences of other countries, make constructive observations, and provide proposals that can contribute to the implementation of the agreement in ways that best reflect the needs and rights of victims.
