Montenegro: New Government, But No Progress on War Crime Probes

Despite a change of power in Montenegro, the country failed to do more in 2021 to reopen archived investigations into wartime crimes—although MPs did make symbolic moves to condemn the Srebrenica genocide. The Special State Prosecution ended another year without reopening archived wartime investigations and opened only one new investigation after receiving files on the case from the Bosnian state prosecution, which had been gathering evidence about the crime.

The government has promised to make war crimes one of its priorities in establishing the rule of law. In its 2021 report on Montenegro’s progress towards EU membership, the European Commission urged the authorities to step up efforts to fight impunity and demonstrate a more proactive approach in order to effectively investigate, prosecute, try and punish war crimes.
